Job Purpose

Responsible for the analysis, design, development, testing and implementation of information technology solutions through the application of appropriate software development life cycle methodology to support IRTI in promoting its business in knowledge management.

Key Accountabilities

Strategic & Operational Planning:

• Support the strategic direction of the Institute by executing assigned projects and initiatives.

• Contribute to the annual work plan and budgeting exercise of the Institute.

• Assess resource requirements for the proposed projects and get management’s approval for the same.

Information Systems Design and Implementation:

• Design, test and implement business and technical information technology solutions through the application of appropriate software development life cycle methodology.

• Manage information solutions projects and coordinate with vendors and service providers for RFPs, quotations, specifications, and implementation of the projects.

• Participate in standard business and technical information technology solution implementations, upgrades, enhancements, and conversions.

• Use appropriate tools to analyze, identify, and resolve business and/or technical problems.

• Technically lead the projects for installation/implementation of solutions ensuring integration of the solution with related components.

• Administer and maintain the IRTI portal, e-book reader app, CRM, and all other systems used by IRTI.

• Ensure smooth operation of the Information Systems and oversee troubleshooting problems.

Social Media Applications:

• Develop or oversee the development of social media applications for different platforms like Android, Apple etc. to broaden the channels through which IRTI can reach its targeted audience.

• Oversee the utilization of social media tools and channels to communicate the relevant information with the targeted audience.

Knowledge Sharing & Innovation:

• Keep abreast of the latest trends and best practices and adopt them in IRTI.

• Share knowledge on effective use of information solutions tools.

• Share knowledge on Fintech and Disruptive Technology

• Apply innovative approaches through technology and social media to engage target audience.

Reporting & Communication:

• Create reporting systems and undertake analytics and business intelligence activities.

• Provide management with independent inputs regarding all aspects of the Information Solutions as a means of helping conduct business efficiently.

Academic and professional qualifications

• Bachelor’s degree in IT or related field.

• Certification in SharePoint, database administration, and project management.

• Certification in relevant programming languages like Python, JAVA, PHP, and ASP.NET.

• Minimum 8 years of experience in the design, development, testing and implementation of information technology solutions, preferably in research and / or knowledge products industry.

Operations Monitoring Specialist

Job Purpose

Coordinate in managing and maintaining the high quality of project portfolio data through developing effective processes of data entry by business users. Ensure systematic and periodic data cleansing, monitoring data accuracy and data integrity, and proactively working towards enhancing quality at entry of data in the OMS. Monitor, analyze, and report on the performance of the IsDB’s Operations portfolio data whilst ensuring portfolio data quality and integrity. through the application of quality standards and guidelines.

Key Accountabilities

Operations Data Portfolio Quality Enhancement, Monitoring, and Reporting:

  • Ensure quality of operations data in the OMS system based on the agreed standards, business processes and data governance framework.

  • Regularly monitor and report on the entry of operations data in the OMS system in close coordination with the concerned business units.

  • Resolve all operations data related issues in the OMS system in timely manner and report any challenges and problems to the OQM division Manager.

  • Design and develop monitoring reports, based on the needs of the wider stakeholders, by coordinating with the Information Management and Disruptive Technologies (IMDT) department on the design and deployment of the data warehouse and related IT infrastructure for effective project management.

  • Contribute to the development and use of BI dashboards to monitor the transparency of the operations data across the project databases.

  • Provide advice in the development and deployment of tools and mechanisms to monitor the Key Performance Indicators (KPIs) for effective operations data management and project management and improve the functionalities of portfolio management applications.

  • Support the development and update of technical activities related to the enhancements of the core OMS system, Power BI, and other performance management tools by acting as a KBU for technical aspects, training, mentoring, and guiding the key business users across the Bank.

  • Contribute to the identification and implementation of automation processes for effective data management and quality.

Portfolio Monitoring:

  • Analyze, and report on the quality of operations portfolio data and performance of the IsDB’s operations portfolio by interpreting and evaluating complex historical data from risk exposure, project performance, and other critical success factors that could be incorporated in the effective formulation of future operations strategy of the Bank.

  • Monitor and flag portfolio cleaning exercises by identifying projects facing delays and problems for remedial action.

  • Provide active support to the Operations Complex Management in the decision-making process by providing operations data in-depth portfolio-related analysis and reports as needed

  • Monitor and produce periodic analytical reports of the operations portfolio to improve the implementation performance and highlight trends for remedial actions and recommendations.

  • Adopt best practices in operations data and portfolio management based on the experience of International Development Financing Institutions, MDBs, and relevant best practices.

Portfolio Support and Enhancement:

  • Ensure accuracy, consistency, and integrity of the data captured in the project management systems, by conducting regular project data quality audits

  • Collaborate with IMDT Department to establish and operationalize a support mechanism for the users of the project management system within and outside the Operations Complex.

  • Support knowledge-sharing workshops, seminars, etc. for the benefit of key business users on the portfolio performance monitoring methods systems and tools, regarding the effective application of the systems in an efficient manner for optimum business delivery.

  • Disseminate knowledge related to operations portfolio throughout the Bank through regular reports, analysis, newsletters, talks, etc.

  • Guide and train key business users, OTLs, and other staff in the Regional Hubs for enhancing their knowledge and understanding of the core Operations Management System (OMS) as a Subject Matter Expert (SME) and resolve any technical aspects related to the system.

Academic and professional qualifications
  • Bachelor's degree in Computing, Economics, Engineering, Business Administration, Sciences or related discipline.

  • Minimum 5 years of relevant experience, with a focus on operations portfolio management, business information management and database management.

Job Purpose

BAE Systems is the UK Government’s nominated Prime Contractor (PC) under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia.  We provide maintenance of Royal Saudi Air Force (RSAF) and train RSAF personnel safely in a training environment in how to use and maintain their equipment.  For such maintenance training, this role will ensure the activities of technical and support staff assigned to the Secondary Calibration Squadron, KAAB (King Abdul Aziz Airbase) Dhahran are being performed in accordance with RSAF Instruction 4- 7702. It will ensure that all incoming and outgoing inspections that are performed will verify adherence to the appropriate regulations.

 Job Accountabilities

  • Inspect incoming TMDE for damage or deficiency.
  • Audit outgoing production for correct certification, documentation, safety, packaging and
    appearance.
  • Monitor technician quality levels by means of quality verification inspections (QVI's),
  • Perform over the shoulder (OTS) evaluations to verify processes and procedures are valid and
    current.
  • Monitor the environmental conditions where calibration activity is being performed.
  • Function as the focal point to coordinate and progress building maintenance activities.
  • Prepare audit and discrepancy reports relating to MetCal activity.
  • Assist with the administration of the Technical Library.
  • Submit recommendations to MetCal management to improve organisation, resources or
    operational procedures.

Recruitment Specification

  • Will have successfully completed a formal training course directed towards the calibration,
    repair and alignment of Test, Measurement and Diagnostic Equipment (TMDE).
  • Have extensive practical experience as a Calibration Technician, Calibration
    Supervisor, Calibration Instructor or Calibration Quality Assurance Inspector.
  • Will be fully conversant with the requirements of RSAF Instruction 4-7702, RSAF Metrology
    Program and RSAF Safety Manuals 78-(series). A working knowledge of RSAF Manual 67-
    1, RSAF Supply system would be advantageous.
  • Should be educated to at least Ordinary National Certificate level or equivalent, or have
    significant work experience to waiver this educational requirement.
  • Must have the ability to compile, collate and prepare letters and reports.
  • Must be familiar with, and be able to use, Microsoft Office software applications and have the aptitude for future upgrade training as necessary.
  • Must be organised and have the ability to prioritise his workload.
  • Must be able to communicate effectively with all levels of Company and RSAF staff in a
    courteous and professional manner.
  • Must possess high standards of personal integrity, and be capable of sensitive and tactful
    handling of personnel issues with Company and RSAF staff.
  • An understanding of the international standard ISOIIEC 17025 "General requirements for the
    competence of testing and calibration laboratories" would be advantageous.

JOB PURPOSE

BAE Systems is the UK Government’s nominated Prime Contractor (PC) under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia.  We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF personnel safely in a training environment in how to use their aircraft, equipment and weapons. For such maintenance and training, this role is responsible to Apply measurement science, mathematics, physics, to develop, document and maintain calibration systems, procedures and methods for mechanical, Pressure/Vacuum, Temperature, Humidity, Dimensional, Test Measuring and Diagnostic Equipment (TMDE). Evaluate new calibration methods and procedures. Use statistics to analyze measurement standards and processes. Recommend calibration standards and TMDE. Maintain calibration laboratory and quality systems. Perform laboratory and/or departmental administration and management.

JOB ACCOUNTABILITIES

Maintain traceability by operating an internal comparison measurement program, and sending the appropriate Primary Calibration Squadron (PCS) reference standards away at regular intervals to a higher level calibration laboratory that can provide the required uncertainty of measurement. Ensure that the calibration history of all the reference standards is properly documented and traceability is maintained.   

Undertake the calibration of a wide range of measurement standards for which the PCS has capability. Analyse the results obtained to give estimates of measurement uncertainty, check that the specifications are met and produce certificates of calibration. Maintain appropriate records for all items of TMDE calibrated by the PCS.

Participate with Measurement Audit Programmes (MAP’s) and the internal Quality Control system operated in the PCS.

Where possible, undertake the repair and overhaul of equipment submitted to the PCS for calibration. Assist with the development of special measurement methods and the drafting of associated local calibration procedures.

Provide assistance to Secondary Calibration Squadron staff to resolve measurement problems. Assist with the training program in the PCS for RSAF and Saudi National trainees.

RECRUITMENT SPECIFICATION   

Will be educated to a minimum level of Ordinary National Certificate in Physics / Electro-Mechanics / Mechanical Engineering or have significant work experience and demonstrated academic abilities to waiver this educational requirement.

A sound academic background is required in Mechanics, Mechanical Engineering and Mathematics. The candidate should have a good knowledge of statistics and the methods of estimating the uncertainty of measurement results. An understanding of the international standard ISO/IEC 17025:2005 “General requirements for the competence of testing and calibration laboratories” would be advantageous.

Have extensive practical experience of calibration of TMDE, including diagnostic and rectification work. Ideally should have demonstrable knowledge and extensive experience in performing calibrations using primary standards. Should have well-developed problem solving skills and the ability to recognise discrepancies and invalid results.

The candidate should have a sound understanding and insight in the following areas:

  • Mechanical disciplines of Pressure, Vacuum, Temperature, Humidity, Dimensional length and angles.
  • The ability to develop software using Microsoft Excel, Metler Toledo and fluke or LabView
  • A good understanding of RSAF MetCal processes and procedures, and a working knowledge of RSAF Supply and Maintenance procedures is necessary to assist in the internal Quality Control of PCS activities.
  • Must be competent in the operation of Microsoft Office applications, especially Word and Excel, and have a good knowledge of English grammar, being able to prepare reports and letters to a high standard.

Should possess high standards of personal integrity, and be well-organised, self-motivated and methodical. The ability to communicate in a professional manner and be able to work with minimal supervision and to work well in a small highly technical team. Should possess a valid Saudi driving licence.
